Good mid-range digital cameras which don't cost half of my savings?

p.s. By mid-range i mean currently less that £400 (unless a new model is coming out soon so the price will drop to >£400) and takes good quality pictures.

Hi, in 15 and I want to upgrade my camera. I currently have a Nikon Coolpix S3300, it's good with during the day, but when it starts gets dark pictures become noisy and blurry (which is really irritating for me because I live next to this train tack that looks really good at night, but every photo I take comes out badly so i get frustrated), videos are really blurry, also not being able to change the aperture and shutter speed is pretty annoying.

Anyway… I don't what it looks like, i don't care about touch screens, I don't care about GPS etc, i just want a camera that takes good quality pictures even in low light… And that has manual shutter speed and aperture controls…And that doesn't cost half of my savings. What would you recommend which best fits these criteria?

I've read about some cameras (e.g. Canon PowerShot SX500) but I'm confused because every site says a different thing about every camera.

Oh and I've only owned compact cameras before, but have used DSLR cameras ( okay, they were my school's cheap Nikons).
