Searching for the Goldilocks camera?

I'm looking to buy a new digital camera and I would really like to have a better camera than the [extremely] old point and shoot that I have. I would really prefer to keep the price around the $250-300 range.
There are a few things that I'm looking for though: I'm going to be taking a lot of action shots so I need something with a quick shutter speed (preferably manual adjustable), and I would really like something with a high ISO. Higher megapixels, zoom and more manual control would be nice too.
Here are the ones that I've been thing of:
-Fujifilm- FinePix S4300
-Nikon- Coolpix L810
But I really need more suggestions! Even entry level DSLR cameras would be taken into consideration!

Looking at buying a new camera, what is a good camera that won't break the bank?

Nikon coolpix L19… please make note that its used I dont want to ask for some outrageous price, please & thanks.
