IXUS 510 HS vs Nikon L610?

Both L610 and ixus 510 hs is available for Rs. 9000 in India.
I need a camera for casual photography, main criteria would be image quality

My Nikon Coolpix L820 won't turn on?

My camera turned on earlier with a beep and I put pictures onto the computer. But now when I turned it on, it doesn't and the lens budge slightly. I'm freaking out right now, please help. What's going on?

How to set the shutter speed on a nikon coolpix?

It is a nikon coolpix s610/s160c.
i want to slow the shutter speed so i can paint with light.
